1.2MW photovoltaic power generation poverty alleviation project in Jinxiu Yao Autonomous County

The 1.2MW centralized photovoltaic power generation poverty alleviation project undertaken by Guangxi guangtuo New Energy Technology Co., Ltd. in Jinxiu Yao Autonomous County has been completed; the installation and commissioning of the overall photovoltaic module has been completed; the grid connected power generation was successfully completed on December 9, 2017. 

1、 Project background 

In 2015, the Poverty Alleviation Office of the State Council listed photovoltaic industry as one of the top ten poverty alleviation industries in the 13th five year plan. The implementation of photovoltaic poverty alleviation can achieve the goal of "self use, surplus online, power grid regulation". For poor villages with good lighting conditions, no labor force and no stable income source, it can effectively guarantee the basic economic income of the village collective. 

In October 16, 2015, President Xi Jinping stressed again at the 2015 Summit on poverty reduction and development that we will eliminate all the about 43000000 poor people under the existing standard in China in the next 5 years. In order to support the spirit of the central poverty alleviation work conference, solidly implement the requirements of the decision of the CPC Central Committee and the State Council on winning the battle of poverty alleviation, and actively respond to the call of the county people's government to implement the photovoltaic power generation construction project in poverty stricken villages of Jinxiu County as soon as possible, the project proposal is formulated. 

According to the principle of "nearby grid connection, low loss and high efficiency", the project adopts the mode of "government funded, enterprise participation" to carry out photovoltaic poverty alleviation, and uses the existing building roof and floor to build distributed grid connected photovoltaic power generation system. Photovoltaic modules of each power generation unit are connected with three-phase grid connected inverter, which is directly connected to three-phase low-voltage AC grid (AC380V, 50 Hz), which supplies power to the local load through AC distribution lines, and finally connected to the local grid at the voltage level of 0.4kV. Since the capacity of distributed generation does not exceed 50% of the maximum load in the power supply area of the upper transformer, all the remaining photovoltaic power generation is connected to the grid; it is not only in line with the strategy of targeted poverty alleviation and poverty alleviation, but also in line with the national clean low carbon energy development strategy; it is not only conducive to expanding the photovoltaic power generation market, but also conducive to promoting the collective stable income and increasing income of poor villages, adding new strength for winning the battle of poverty alleviation. 

2、 Necessity of project construction 

In October 2014, the national energy administration and the Poverty Alleviation Office of the State Council issued the notice on printing and distributing the work plan of photovoltaic poverty alleviation project (State Energy Administration (2014) No. 447), proposing to carry out the photovoltaic power generation industry poverty alleviation project in six years to 2020. First, the implementation of distributed photovoltaic poverty alleviation, increase the collective economic income of poor villages. Second, cities, districts and poverty alleviation counties should carry out photovoltaic agriculture poverty alleviation according to their local conditions, and build photovoltaic power stations by using barren mountains and slopes, agricultural large grids or facility agriculture in poor areas, so as to directly increase the income of poverty-stricken villages. 

By the middle of the 21st century, if Guangxi wants to achieve the third development goal and the national economy wants to reach the level of developed countries, the energy consumption will increase strongly and put forward higher requirements for the quality of energy supply. The optimization and adjustment of Guangxi's energy structure must adhere to the idea of sustainable development as the guidance, to ensure energy security as the first step. To formulate and implement the overall strategy of energy structure optimization and adjustment; to establish a coordinated and efficient management mechanism; to strengthen the construction of laws and regulations, to provide policy support; to give full play to the basic role of market regulation; to establish and improve the science and technology support system; to establish an effective investment and financing mechanism and actively carry out foreign cooperation. 

The application of photovoltaic system is the purpose of the development of photovoltaic industry. Its application represents the importance of a country or region to the photovoltaic industry, and marks the level of local government's understanding of energy and environment. The completion of the power station can reduce a certain amount of CO Ψ every year, which relieves the pressure of environmental protection to a certain extent. 

3、 Project introduction 

According to the instructions of the county Party committee and the county people's government, the project site is located on the roof of the factory building and dormitory building in Tongmu industrial concentration area, with a total area of about 9000 m2. The preliminary design photovoltaic installed capacity is about 1266kwp. There are 28 poverty-stricken villages in our county, which can cover 15 poverty-stricken villages and complete the village collective income. 

4445 single crystal silicon solar cell modules with 285wp power are selected as the battery modules of this project. The working voltage is about 31.5v and the open circuit voltage is about 38.6v. 

Dormitory building: 371 solar panels with installed capacity of 105.7kw are installed. 

1. Workshop: a total of 2020 solar panels are installed, with an installed capacity of 575.7kw. 

2. Workshop: 2054 solar panels with installed capacity of 585kw are installed. 

4、 Social benefits 

Photovoltaic industry poverty alleviation combines clean energy industry with poverty alleviation, focusing on rural ecological environment protection and not affecting housing Under the premise of structure and ecological environment, without changing the original use of land, we can achieve industrial type sustainable and stable income, and at the same time, we will drive the poor villages to install photovoltaic power generation system. Through photovoltaic industry projects, we will drive poor households to change from traditional "blood transfusion" to "hematopoiesis", so as to achieve the goal of poverty alleviation and prosperity. The construction conditions of the project are implemented, the construction scheme is feasible, and the social, economic and ecological benefits are remarkable. The indicators basically meet the national requirements. The project construction is feasible, so it should be approved and implemented as soon as possible to give full play to the benefits.
